  • Experience in running a business refers to actual full-time participation in the planning, management and control of raw materials, financial and human resources of the business, and cannot be work performed in the apprenticeship, training or specialization process to obtain a diploma;
  • Intend to settle in Quebec and sign an agreement to invest CAD 1.2 million with a financial intermediary (brokerage or trust company) authorized to participate in the investment immigration program. This investment agreement will be submitted together with the CSQ application;
  • The investment period of 1.2 million Canadian dollars is 5 years. After expiration, the financial intermediary (brokerage or trust company) will return the entire investment without interest within 30 days; in addition, the applicant can also invest through funds. The investment amount is 350,000 Canadian dollars, and the investment amount in this way is not refundable.

Applicants need:

  • Have a net worth of at least CAD 300,000, which must be obtained legally and can be provided by an accompanying spouse/common-law partner;
  • Have at least 2 years of experience in operating and managing a legal for-profit enterprise (agricultural, industrial or commercial) within the 5 years before submitting the application, in which the main applicant holds at least 25% sole or joint shareholding with a spouse/common-law partner;
  • Applicants can apply for this category in the following two ways:
  • Create a new business in Quebec: Submit a business plan to create a business (agricultural, industrial or commercial) in Quebec and manage the day-to-day operations either alone or to participate in the management of the day-to-day operations. The principal applicant shall hold sole or joint shareholding in the business for at least 25%, equivalent to a holding capital of CAD 100,000;
  • Buying a business in Quebec: When buying a business in Quebec, the main applicant must control the business alone or jointly with a spouse/common-law partner to at least 25%, equivalent to a holding capital of 100,000 Canadian dollars. The main applicant must manage the business alone or participate in daily operations (note: the purchased enterprise cannot be a project purchased and managed by other entrepreneur immigration applicants within 5 years before the main applicant submits the application);
  • At least 1 year within 3 years after arriving in Quebec to obtain a permanent residence visa, you must hold at least 25% of the shares in a business created or purchased in Quebec, equivalent to CAD 100,000 in share capital, and be able to create a long-term full-time job for a Quebec resident (30 hours per week) job position, this position cannot be provided to the applicant himself or his accompanying family members (agricultural enterprises are exempt from this requirement).

Applicants need:

  • If the applicant holds a college diploma, bachelor’s degree, master’s degree or doctoral degree, the following conditions must be met:
  • Have at least 12 months of full-time post-graduation work experience in Quebec, and the occupation category belongs to NOC 0, A or B;
  • When submitting the application, you are engaged in a full-time job in NOC category 0, A or B (work experience and work do not need to be related to the major you studied);

  • Are temporarily residing in Quebec for work purposes and working in Quebec in legal status under a temporary foreign skilled worker or youth exchange program;
  • The applicant is currently working in Quebec and the occupation category belongs to NOC 0, A or B;
  • The applicant has been engaged in full-time employment in Quebec for at least 24 months in the past 36 months before submitting the application;
  • Applicants must have French speaking level 7 or above;
  • Have sufficient settlement funds to support the main applicant and his family for at least the first three months after obtaining the permanent residence visa;
  • Be over 18 years old and hold a valid passport;
