OINP Ontario Provincial Nominee Skilled Immigration Program

The Ontario Provincial Nominee Program is to help Ontario meet labor market needs and economic development. Through this program, applicants with experience and skills are nominated to jointly build the provincial economy. It also helps Ontario employers recruit and retain foreign workers.

EE Skills Priority Category

Applicable to skilled immigrant applicants who rely on academic qualifications, work experience, language proficiency, etc. to achieve invitation points

Applicants need:

  • Meet the federal skilled immigration or federal experience immigration requirements and successfully register for EE;
  • When registering for EE, select Ontario or all provinces and territories as your intended place of residence;
  • Receive an invitation from Ontario through the IRCC online account. When submitting the application, you need to choose whether you want it to be reviewed according to FSW or CEC. If you choose FSW, you must also meet the federal skilled immigration score of 67 points;
  • Work experience:
  • FSW type of work experience: at least one year of continuous full-time paid work or equivalent part-time work experience in the past five years, the occupation category belongs to NOC categories 0, A, and B (volunteer and unpaid internship work are not included, Canada Both domestic and overseas work are allowed);
  • CEC type work experience: at least one year of continuous full-time paid work or equivalent part-time work experience in Canada in the past three years, and the occupation category belongs to NOC categories 0, A, and B (must have legal status while working in Canada, volunteer Work, unpaid internships and work experience while self-employed or studying do not count);
  • English or French proficiency is at least CLB7, and the score is valid within two years;

EE French Priority Category

For French-speaking applicants with strong English skills

Applicants need:

  • Meet the federal skilled immigration or federal experience immigration requirements and successfully register for EE;
  • When registering for EE, select Ontario or all provinces and territories as your intended place of residence;
  • Work experience:
  • FSW type of work experience: at least one year of continuous full-time paid work or equivalent part-time work in the past five years, and the occupation category belongs to NOC categories 0, A, and B;
  • CEC type work experience: at least one year of continuous full-time paid work or the equivalent of part-time work in the past five years, and the occupation category belongs to NOC categories 0, A, and B (Canadian work experience must be authorized, self-employment or study period work experience is not allowed) included);
  • The academic qualifications are at the bachelor’s degree level or above, and Canadian academic qualifications certification is required;
  • French proficiency is at least CLB7 and English proficiency is at least CLB6;
  • Settlement funds to support all family members living in Ontario, whether accompanying or not, need to be included;
  • Intention to settle in Ontario.

EE skilled worker category

Applicable to applicants with work experience in specific skilled trades in Ontario

Applicants need:

  • Meet the Canadian experience immigration requirements and successfully register for EE;
  • When registering for EE, select Ontario or all provinces and territories as your intended place of residence;
  • Receive invitation from Ontario through IRCC online account;
  • Have at least 12 months of full-time or equivalent part-time work experience in Ontario within the past two years, and the occupation must be a skilled trade occupation in group 633 or group 72, 73 or 82 in the NOC system;
  • If you are engaged in an occupation that requires a license or certificate in Ontario, you need to provide a tradesman’s license or certificate issued by the Ontario Institute of Technology;
  • Currently reside in Ontario and hold a valid work permit;
  • Minimum level of English or French is CLB5;
  • Intention to settle in Ontario.

Master’s Degree Category

Applicable to graduates with a master’s degree in Ontario, no job offer required

Applicants need:

  • Obtain a master’s degree through at least one academic year of full-time study at a qualified Ontario educational institution;
  • English or French proficiency of at least CLB7;
  • Proof that you have lived in Ontario for at least 1 year in the 2 years before early application;
  • Meet minimum deposit requirements or income requirements;
  • Intention to settle and work in Ontario;
  • When submitting the application, you must be legally living in Ontario or outside Canada with a study permit, work permit, visit permit, etc., but you are not allowed to live in other parts of Canada outside Ontario;
  • Application must be submitted within 2 years of receiving the master’s degree.

Doctoral graduate category

Applicable to applicants who have obtained a doctoral degree in Ontario, no job offer required

Applicants need:

  • Complete at least two years of study at a qualified educational institution in Ontario leading to a doctoral degree;
  • Proof that you have lived in Ontario for at least 1 year in the 2 years before submitting your application;
  • Meet minimum deposit requirements or income requirements;
  • When submitting the application, you must be legally living in Ontario or outside Canada with a study permit, work permit, visit permit, etc., but you are not allowed to live in other parts of Canada outside Ontario;
  • Application must be submitted within 2 years of receiving the PhD degree.

Employer sponsored student category

This category is suitable for international student applicants who hold a job offer from an Ontario employer. (Pause)

Applicants need:

  • Hold a long-term full-time job offer from an Ontario employer, the occupation category belongs to NOC 0, A or B, and the salary level meets the minimum industry standards in the region;
  • Obtain a degree, diploma or certificate through at least 2 years of study at a qualified Ontario educational institution, or, subject to completion of a degree, at least 1 year of study at a qualified Ontario educational institution;
  • Completed at least half of full-time study while legally residing and studying in Canada.

Category of employer-sponsored foreign workers

This category is available to foreign worker applicants who hold a job offer from an Ontario employer. (Pause)

Applicants need:

  • Hold a long-term full-time job offer from an Ontario employer, the occupation category belongs to NOC 0, A or B, and the salary level is in line with the industry median standard in the region. If the applicant is working in this position for the employer, the job offer is included The salary must be equal to or higher than the current salary level;
  • In the 5 years before submitting the application, you have been engaged in the same NOC occupation as in the job offer for a total of 2 years;
  • If the occupation is a regulated occupation, relevant compulsory certification is required;
  • A desire to live in Ontario;
  • If you are currently living in Canada, you need to hold a legal status (such as a study permit, work permit, visit permit, etc.), but if you are currently living outside Canada, it is not required.

Employers sponsor in-demand skills categories

This category is for foreign workers with in-demand skills working in the agriculture and construction industries. Applicants must hold a job offer from an Ontario employer.

Applicants need:

  • Hold a long-term, full-time job offer from an Ontario employer in a qualifying occupation in nursing, agriculture or construction. The position provided must be necessary for the employer’s business. The salary level is in line with the industry median in the region, and the salary in the job offer must be equal to or higher than the current salary level;
  • The occupation provided by the job offer must fall into some specific occupations in NOC category C or D:
  • Have at least 9 months of cumulative work experience in Ontario in the 3 years before submitting the application. The work experience must be paid, full-time or equivalent part-time work experience in a qualifying occupation;
  • If the occupation requires certification or license, you must hold a valid certification or license when submitting the application; English or French must reach CLB 4 or above;

Ontario Business Immigration – Entrepreneur Category

Applicable to overseas applicants who want to implement a new business idea or purchase an existing business in Ontario, the minimum investment is only CAD 200,000, and the competition is relatively small compared to other provincial nomination projects.

Business Immigration – Entrepreneur Category

NSNP Shortage Occupation EE Category – Category A

Applicants need:

  • Experience:
  • At least 24 months of full-time business experience within the past 60 months;
  • Work experience must be as a business owner or executive (Business Management);
  • If the applicant has both business owner experience and executive experience, he can only choose one for EOI scoring and application;
  • Net assets:
  • If the proposed business will be established in the Greater Toronto Area, the applicant must have a net worth of at least CAD $800,000;
  • If the proposed business will be established outside the Greater Toronto Area, the applicant must have a net worth of at least CAD 400,000;
  • If the proposed business is in the information and communications technology (ICT)/digital communications sector (regardless of location), the applicant must have a net worth of at least CAD$400,000;
  • Personal investment amount:
  • The personal investment must be for expenditures that are critical to the creation and operation of the business and do not include cash, cash equivalents, working capital, or wages paid to the applicant or his or her family members;
  • If the proposed business is located in the Greater Toronto Area, the applicant must invest at least CAD 600,000;
  • If the proposed business is located outside the Greater Toronto Area, the applicant must invest at least CAD 200,000;
  • If the proposed enterprise is in the information and communications technology (ICT)/digital communications sector (regardless of location), the applicant must invest at least CAD 200,000;
  • Actively participate in operations: Applicants must actively participate in the daily operations and management of the enterprise;
  • Minimum shareholding: Applicants must hold at least one-third of the equity in the proposed enterprise;
  • Purpose of capital investment: Capital may not be invested in a business whose primary purpose is to obtain interest, dividends or capital gains;
  • Job creation:
  • If the proposed business is located in the Greater Toronto Area, the applicant must commit to creating at least two long-term, full-time jobs for Canadian citizens/permanent residents;
  • If the proposed enterprise is located outside the Greater Toronto Area or is engaged in the information and communications technology (ICT)/digital communications field, the applicant must be committed to creating at least one long-term full-time job for a Canadian citizen/permanent resident;

Related business visits: If the applicant plans to purchase an existing business in Ontario, he or she must conduct at least one business visit to a relevant business in Ontario within 12 months before registering the EOI.
